Kaduna: APC Squander-mania, Mismanagement Of Public Funds And A Bastardized Civil Service

The resounding failure of Governor Nasir El Rufai Administration in both concept and implementation of the various policies and programs in almost all spheres of governance, but more particularly in the agriculture, educational, and social service sector is most disturbing,
This has resonated in massive capital flight and engendering a growing population of jobless and restive youths among the various communities in Kaduna State.
In addition the Governor’s policy of engaging non citizens and non resident business men, local consultants has stunted business growth followed by mass sack as witnessed with the traditional institutions then the sack of 22,000 teachers, 15,000 local govt staff and thousands in the state civil service cannot, but worsen the insecurity in the state.
The more people are sacked from their jobs, the more Insecurity and rise in the lucrative kidnappings as well as in other waves of crime.
AGRIC SECTOR
1: Over N4.5 bn CBN Anchors Borrowers Scheme disbursed to beneficiaries of family and friends leaving the real farmers out. The scheme recorded successes in Kano, Jigawa, Kwara and Kebbi states while it failed in Kaduna.
2. RAFIN SANYI WHEAT OUTGROWERS SCHEME
Kaduna State farmers have been ripped off. JIMI LAWAL the Senior Counsellor, Investment who is not a professional in Farming and as a matter of fact had acquired reputation for mismanagement of Public Resources as enthused in his performance at the ALPHA MERCHANT BANK, was the one calling the shots here which left a huge credibility gap on the Kaduna State Govt commitment to the success of the scheme, thus the United African Company, UAC withdrew their support in disgust,project stalled and funds diverted to private pockets
3. COMMERCIAL AGRICULTURE DEVELOPMENT PROJECT:
The Intervention wa meant to be in form of grant, had set out to advance N1.5m to 200 beneficiaries and N3m to the remaining 900 others that were selected
However the State Government in its usual characteristic zealotry of cronyism, family and friends in implementing policies/ programmes, only a paltry 300 nos of those trained were picked for Intervention of N1.5m each while the remaining were made of of anointed candidates that had never in the first instance taken part in any training program, received the N3m each.
The program has failed.
4. N1. 5BILLION TREE PLANTING CAMPAIGN:
The planting of one million trees was said to be the objectives of the Programme.
However we beg to ask could anyone today point to just 1,000 of such trees planted?
Over N500 million was looted from this fraudulent program
5. THE GENERAL STATE OF INSECURITY AND ITS DEBILITATING EFFECT ON AGRICULTURAL PRODUCTION
It is a well known fact that there is pervasive state of unease in the state due to fear of being kidnapped and or robbed as this has become currency on a daily basis without exception as to any period or time that one may consider himself or herself safe in virtually any part of the State
This has negatively impacted on farming and related activities of the criminals who seem to be having a field day in operating.
The resultant loss in man hours and decrease in production have negatively affected Job and Wealth creation opportunities in the State.
The entire scenario speaks volumes of the kind of transformation revolution that we have in Kaduna state today in which most agricultural intervention programmes apart from leaving much to be desired as per real beneficiaries, whence our downtrodden rural farmers in whose names the projects are being laundered are left in the cold, while coteries of family and friends are the ones smiling to the banks
6. PRIVATE SECTOR SCAMS IN THE AGRIC SECTOR
OLAM FARMS KDSG FRAUDULENT INVESTMENT
The Governor of Kaduna State was reported to have dashed the sum of N 500 Million and hundred hectares of free land towards the end take off of OLAM. Is it the Kaduna State Share Capital or personal share capital of El Rufai and Partners?
This expenditure is nowhere to be found in the approved budget of Kaduna State Government of Nigeria, so what is the basis of this gift? And who are the Nigerian Partners from Chikun and Kaduna State of the OLAM Project in line with the local content policy of the federal government of Nigeria?
7. MANCHOCK POTATOES PROCESSING INTERVENTION
This Project which is a private sector initiative initiated by Messrs VICAMPRO has virtually been abandoned despite the launching with the usual fanfare by the State government , there is nothing much to show for it on ground.
Where are the 30,000 jobs which the Kaduna State government said the Investment will generate ?
8. NICKEL EXPLOITATION
Despite the big noise by the Governor of the State having the highest deposit of Nickel in the World, deliberately nothing has been put in place to exploit these for job and wealth creation of the people of the Area and the State in General
GHOST CAPITAL PROJECTS AND CAPITAL FLIGHT
9. N10 BILLION KADUNA METROPOLITAN RAPID RAIL TRANSPORT
This is one project that Jimi Lawal, the all powerful Senior Counsellor to the Governor oversees. A phoney consultancy firm is believed to have been used to launder over N2.5 Billion while the project remains on the drawing table.
10. N10.1 BILLION INTERVENTION FOR NUTRITION (SCHOOL FEEDING)
N10bn was looted in just 8 months for the fraudulent school feeding in the state in the early life of the El Rufai administration, possibly to recoup his 2015 Campaign funds.
11. N2.6 BILLION DIGITISATION OF KSMC TELEVISION AND EXPANSION OF KSMC
This is the conduit pipe Vote which Muyiwa Adekeye used in looting through fraudulent payments of charter of private Jets, Local and foreign trips of El Rufai and families and dubious payments to launder the image of the Government through the Lagos Media Houses.
12. N1.6BN SCHOOL TABLETS FOR SECONDARY SCHOOLS
Looted through the office of Jimi Lawal through some of the phoney Companies being used for the purpose.
13. N2.1 BILLION COMPREHENSIVE SECURITY SURVEILLANCE
This is ghost project awarded fully in US Dollars to an alleged elder brother of El Rufai
Nothing on ground as to the supply and Installation of Closed Circuit Television (CCTV) DRONES and Communication gadgets to combat Insecurity in the State.
